Meet Kevin Dellicker

Kevin Dellicker is a community leader, small business owner, and military veteran. He lives with his wife Susan and their three sons on a small farm in Heidelberg Township, Lehigh County. He is a graduate of Northwestern Lehigh and has lived in the school district for 35 years. 

Kevin enlisted in the Pennsylvania Army National Guard in 1995 as an infantry soldier and served four years with Charlie Company, 1-111th Infantry in Kutztown. He transferred to the Air National Guard in 1999 and earned his commission as an intelligence officer with the 193rd Special Operations Wing in Harrisburg. He supported domestic operations, diplomatic missions, and foreign wars, including four overseas deployments for the Global War on Terrorism. To raise awareness of the unique family support challenges involving part-time military service, Kevin and Susan wrote a book about their experiences: Twenty-Percent Soldiers: Our Secret Life in the National Guard. All proceeds go to military-related charities. 

In 2005, Kevin and Susan decided to start their own business. Kevin had been working for a technology company and Susan was a teacher. Together, they founded Dellicker Strategies in the basement of their residence with a home equity loan and a simple idea: if schools would cooperate on major technology purchases, they could improve their capabilities while reducing their costs. The concept took off, and Dellicker Strategies helped 630 school districts in Pennsylvania and New Jersey upgrade their Internet access for better teaching and learning, including 44 schools in Carbon, Lehigh, Monroe, and Northampton counties. Over the next 15 years, Dellicker Strategies oversaw $275 million in enterprise technology projects, launched a successful online academy, and introduced hybrid learning to 100 different schools. Today, Dellicker Strategies continues to help organizations upgrade their telecommunications infrastructure while improving their cybersecurity posture and managing complex technology projects.

Prior to entering the private sector, Kevin worked as an environmental policy advisor to the New York State Senate in Albany and economic policy advisor to Pennsylvania Governor Tom Ridge in Harrisburg. In New York, he negotiated a $1.75 billion environmental law and $3 billion in state agency budgets. In Pennsylvania, he was instrumental in developing the Governor’s tax reform plan, which would become the largest tax cut in Commonwealth history. He also helped establish several electronic government initiatives, including the state’s first digital signature law and the nation’s first online auction for state procurement. 

Kevin is active in his community and has served as a member of the Lehigh County Workforce Investment Board, the Lehigh Valley Chamber of Commerce Public Policy Committee, the Board of Advisors for the Technology Council of Central Pennsylvania, and the Board of Ambassadors for Lehigh Carbon Community College. He is a member of the American Legion and the Honorary First Defenders, and a lifetime member of the Pennsylvania National Guard Associations, the Veterans of Foreign Wars, and the National Rifle Association. Kevin coached youth soccer, baseball, and wrestling for 20 seasons.

Kevin has a Master of Military Operational Arts and Sciences from Air University and is a graduate of Air War College (online). He has a Master of Public Administration degree in Development Economics from Syracuse University, a B.S. in Environmental Resource Management, and a B.A. in History from Penn State. Kevin studied abroad in the former Soviet Union and has traveled to 30 different countries, including China and Afghanistan. Kevin is a Deacon at Jacob’s Church in New Tripoli. He is a follower of Jesus and trained as a Christian minister with a Master of Divinity Degree in Global Studies from Liberty University.
